Flat leather crimps are generally used with cords (such as leather or cotton thong) to finish the ends prior to attaching a hook or clasp. Lay the end of the cord inside the crimp, folding it double first if there's room. Then fold each side of the crimp down in turn and squeeze tight using pliers to secure.
